Background
此書是給國際用的，cataloguing theory在四十年前(1957)就開始研究
第一個重點是1961年在巴黎舉行的國際會議，將此原則稱「巴黎原則」
第二點1969年在哥本哈根舉行的編目國際專家會議發起，關於制定書目著錄形式與內容的國際標準的決議。而制定的〈國際標準書目著錄〉於1971年出版

pressure經濟壓力下產生了”minimal level”三個著錄層次
